That wont tell you anything, their formula works like this
(CURRENT NUMBER OF SPECIAL TRANS / 20) = % so if u had 2000 special trans it'd be 100% every time (i'm assuming)

500 special trans = 50% special trans.
660 special trans = 66% special trans.
800 special trans = 80% special trans.
1000 special trans = 100% special trans.
The formula is run on trans -- so that covers whether you special trans or not...
...the special trans of the map is decided by the client. It randomly picks one of the special transes which are currently added into the client upon map start.
