Patch>Ram: Patch has TA/TD while Ram has TS/TG, so pretty much a Ram is a sitting duck in this case.
Ram>Surge: Ram's TS/TG would help against a fast Surge with evade. Even if the surge decides to counter attack, the trans will do much more damage against it.
Surge>Patch: It's obvious, Speed/Evade>TA/TD/Critical.
That's my theory. Btw this is based on a typical bot of each type, not something like a Surge with TA/TD equips or a Patch with evade, etc.
