lvl 200 and below with rt2 and 3 please explain

a surge had patch rt 2 on and I saw others with confirmed rt2 who were below 200 idk if this is me seeing wrong armor in this ss but please comment

The armor 184 lvl is using armor from lv 64 survival

lvl 200 and below with rt2 and 3 please explain
