when opening bout i get an error

I ran it as admin, same error, i changed the compatibility to win xp sp2

same error e.e?

i have windows 7 home premium..

I have tried everything in this thread and my problem persist's

Bout cheetah was in my program files (x86)  , and the problem persisted, so i moved it to program files.
same error.

What is the membership ? q.q
is this private server free..
and where do i register in game...
