Looks like you might have an antivirus running that prevented the new launcher from being moved over.  I would suggest downloading: http://updates.zylongaming.com/boutcheetah/bout.exe and putting it in the folder.

Hello, I have re-created the launcher to run faster; it no longer requires the download of a new patch.xml file every time you open it.  It may not be as noticeable to people who already have a good ping and fast connection with the dedicated server.  This will also help reduce load on the update server allowing for faster updates when some are released in the near future.

If you find any issues with the new launcher, please post them here!

It depends on what frameworks you have removed, or which updates.  You can try a system restore, which should, in theory reverse the uninstall of updates.

Also, I would suggest not uninstalling the .net frameworks, they are important for lots of applications to run!!
