isnt t3 supposed to give u x2 xp?

No, however if you have the whole set it gives you an exo boost for all game modes.
Tier 2 set: 15% more exp gained
Tier 3 set: 40% more exp gained

This works for all Survival Amour, not just Overload Armour (something many people know, but forget).
