i Want to know 2 thing, 1st is how do i make those cool pictures with my name on it?
2nd thing is how do i change my forum name? i dont like this one..

"Cool picture with name on it", do you mean a signature, or what? Could give an example?
If you want to make your own signature download an editing program like Gimp or Photoshop.Gimp is free and you can get a cracked version of PS if you don't want to pay for the program.
They are made using Photoshop/Gimp, if you don't know these programs/don't feel like making one yourself you can request a signature by making a topic in the gfx sextion.

Basically all of the images you see in people's signatures are made from Photoshop or Gimp.

Members can change their bot name once every 3 days, but unfortunately that doesn't apply to forum names. I could see why we shouldn't be able to change forum names though.

For example FireyDevel. His name was FireyDevil. And he changed it to FireyDevel.

Admins did also boost some of their friends before to the max level, however they are a lot more strict now when it comes to admin favours.

I have the ability to change my forum name. Does all GM's have the same option or just HGM? Of course I wouldn't change it without your permission.
