When I do it I use Mozilla Firefox Firebug. But there is several ways.

All you need is notepad and Internet Explorer...

i did it in ccs page and i changed the code of the website in html
Tutorial:
Right click the page you want to edit.
Click "view source"
Copy all of the coding.
Open notepad
Paste all of the coding
Edit what you want
save it as anythingyouwant.html
open the .html file
it should open up a web browser with the link being the path to the file, for example when i opened my file the link was C:\Users\asmit10\Desktop\something.html
Still harder than using Inspect element feature of Google Chrome -.- ^^
