i mean you have to knowwith your lvl, thats mercs are only for sector and base...

Same, someone needs to tell GM this bug. :(.
Problem resolved.
I have fixed this problem by permanently removing every coin you ever get, and every mercenary you have.
If any mercenary is on your account, it will automatically be deleted.
With this in mind, you will no longer receive the problem of it not appearing in PvP, because you have no mercs.
