is there a certain time of the week that's worth playing?
is the double xp/coins on weekends still "active"?

Player attendance in-game usually peaks during the evening hours of GMT-8 time zone (PST) on Friday as well as Saturday.
x2 exp and giga bonus is active on those days, while x3 is active Sundays, not many are online for some reason.  :P
