I think it gets scaled down to t3 stats in PvP and BvB. And since everyone can get t3:

It's ridiculously OP, RT1 hits 800+ with active or whatever skill it is and in a matter of like 12 hits you're dead. Even rt1 vs. rt1 fights hardly last long because of how high it hits.
