Technically it is a mod, in this situation you'd call it a 'recolor mod'.

If a file/texture is changed from it's original release state, then it is a modification(mod).

Arguing over consoles is such a mainstream culture, it's useless to argue over which one is better because both literally suck donkey balls .

Both services have their perks, but both have undeniably failed the users in the past.

If you want a true gaming experience, PC is the way to go, games are far cheaper, you can mod games, emulate them ancient games, games look better and online gameplay is free *cough* xbox *cough*.
