Hackers are usually low level, right? How about we restrict people with more than 5 flags from playing levels more than 20 levels higher than they are. Like a level 1 hacker with 6-7 flags, not banned, can only hack up to level 31. That would make their hacks near useless for grinding. It would also protect leechers, because these hackers tend to do higher levels to give out exp. Lower levels = less exp and less hacker appeal.
Most likely impossible to do.
Some hackers are high levels.
This affects Ross the most as he be gaining the flags at low level.
A level 200 can't play on level 221.

If a level 200 has 5 flags it won't be able to play level 221.
Exactly.. if they have over 5 flags they've been hacking/hack leeching quite a bit. They need restrictions.

Um.. but if you're a level 200 with 5 flags, you won't be able to play 221 because of your opinion of: "get flagged over 20 levels of your regular level"

People get flags for speed-running if they're fast enough, even if they aren't hacking. People that are fast sectorers will end up unable to do higher levels.
