Title: Need Help With The Colors In Photoshop !

So I have no idea how to color or change the color of separate parts in a picture. Can you help me ?
For example how to mark the part i want to color, and how to color it.

Use the "Recolor Tool" ( right click the brushes ) for recoloring and the "Quick selection tool" ( right click the magic wand ) to select.
