Killer, right now I'm getting the impression that you spend 30 minutes to an hour on your sigs, maybe even less than that. That's a reasonable amount of time for a beginner but you need to concentrate on what you're doing in that time frame.
I think it would help if you firstly, before you even open up Photoshop/GIMP, to have a mental image of what you plan to make. After that, just work your way towards it for as long as you take.

Use ****ing tutorials dude, I don't care if Allie or anyone else didn't, you are making no progress by guessing and checking whether what you're doing is ok, your sigs look like they take the minimal amount of time, random backgrounds using some filter/effect + render that doesn't match well, this isn't meant to make you feel bad but I'd rather you post progress than the same random shit that looks the same every time.
