This usually indicates that you do not have .net framework 2.0 (http://www.microsoft.com/download/en/details.aspx?id=19) installed, and you do not have 2008 redistributable (http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=29) installed
I downloaded both of them and its still the same...
