Yep looks like it crashed.
Just wait patiently until one of the Admins comes online and restarts the server.

How come every time the server crashes or is offline you see like 400 or 500 people online when really no one is online ?

Server crashes, and it continues to add users while its crashing, thus adding to the online list.
