Double the text layer, use gaussian blur on the bottom layer of the text -> NEON!!!
But I'm pretty sure this only works with big bold text, so use outer glow and inner glow.

If and only if I had permission from the owner to post the entire image as the main proness of it is its excellent blending. ;o
I saw the original already and I puked but that may be due to the fact that I'm incredibly bias to the render/stock image that was used
