You have to be member first.
If you are a member you go to "game content" and click on "name changer"

If you don't feel like buying membership you could buy a snowball from another player, either in Marketsplace or in-game.
Then go here (http://boutcheetah.zylongaming.com/index.php?action=events;channel=0) and redeem your snowball to 1 day membership.
