Getting Started/How to set up
First of all, you'll need either of the following: Firefox, IE, GC, or Safari.
Next you'll want access to Google as well as Boutcheetah

Visit Google.com and search "How to make Bots Mods".

On a more serious note: I'd suggest asking a Modder in private (perhaps Meta or someone).
