As you can see in the screenshot, the level it requires to equip this gun is level 170. I'm level 172. Every time I try to equip it, this message pops up. Seems like it requires membership for a simple shop gun.

Its a level 170 gun. Dewo is level 172. how become he needs member for it?
Ice Mini-bot, ShockSpike and Zephyr have been fixed. They were originally member-only due to the level requirement (over the previous max of 150 for non-members).
