We need to confirm that the IP Address that was used on your account 3 months ago, is from the same internet service provider that you tell me.

Without that information, I will not be able to assist you.

It doesn't matter if your IP has changed since then.  All I need to know is who provided your internet service 3 months ago.

The only reason why he doesn't want to provide it is, hes most likely not the account owner.  All of the evidence he provided was from around the time the account was hacked.  Unless I get this info, the other person who claims it is their account will probably be getting it back.  They have sent all required information that confirms it is theirs.
