To make a brand new skill perfect, without having to nerfing or buffing it 100 times after the release they need to test it thoroughly, which takes a lot of time.
Be patient, it's not the end of the world if you won't have a new skill in the next few days.

I want it too for survival but w/e :P I can wait cuz Santa helped me on t3/2 set
