Is rule 11 sarcasm, or is it serious? Seems a bit illegal.

I'm thinking it means anyone who just acts immature, retarded, and stuff like that.
I would suggest changing that. Think about if McDonalds said "We do not serve the mentally challenged."

Just think about the children that feed off of asking stupid questions.
As Faith said, not so much discrimination against those with mental problems as much as a warning to those who feel the need to act that way.
This is one of the things that should be written based on the actual purpose. There are always the serious people in this community who takes everything in as it reads.

Well, everyone jokes around. That being said, I have gone to school with/worked with many kids who are mentally challenged, and it really is sad how they have to live.
