I was just curious what the maximum attainable base speed is in the game, for surge and patch/ram. If you had the best possible speed gear, how fast could you go?

Nah.
T3 + Halloween trans + member flags + S E.F. + Christmas gear can certainly get you well over 1900.

Should be 1976. (If I didn't calculate wrong)

T3 body, halloween trans, christmas shield and shoulder, S E.F., Metowings, and Membership flags.

Yes, the max speed I could hit on my surge was 1976.
