Prepaid MasterCards don't work on PayPal. I think prepaid VisaCards work though.

Then somebody has the creditcard on a paypal account already.
May i just add if you see in the screenshot it says "We're sorry but that credit card cannot be linked to ADDITIONAL paypal accounts" meaning that you already have registered an account with that card on paypal, and it cannot be registered multiple times. (i assume). Thus following a previous comment, if it is your mum's you will need to ask her for her paypal username and password as she probably already has an account on paypal.
