what is the program to mod parts like blad set ,ef,etc etc
can somone tell me????

You don't "Need" a certain program to mod parts but from what I've heard people using is PS, Xnview, Paint.NET (program), GIMP or if you're to lazy to install a program you can use MS Paint (not recommended). Hopefully this helps :D
