when a number above 1000 is entered into the tag box, it will set that as the maximum speed
ex
surge with 1870 speed
patch with 1230 speed
ram with 1320 speed
if tag is used and 1600 is put into box, surges will be capped at 1600 speed. patch and ram will stay at their current speed because they are within the limits of the tag

A surge at max has only 427 more speed than a maxed Patch / Ram, meaning they can reach a speed of 1549. ::)
