Wins mean you've gained experience, which for the vast majority of people, means, they get better.

I don't play at all, but I guess i'd be willing to try to get semi-decent.
I do have MOBA / dota clone(if your a ***got and wanna use that term) experience, but very very little / no experience with Dota as of now.
Used to play dota 1 and I do play dota 2 sometimes but I am not the best player you can find,
also i live in china so lag is on the enemy teams side
