They are based on wins, losses, and percent o.o

Uhm, if your asking why Opti's 90% is higher than Allie's 98% in the Individual Pvp rankings, its because Opti has played far more games and therefore has more losses.  This is done because someone could make an account, win once, never use it again and have a 100% win to loss ratio.

I'm pretty sure it's done by a halo-style K/D ratio. Example:

5 wins, 3 losses = +2

101 wins, 100 losses = +1.

First is still better.

Well say you have 50k exp and your rank 3000 and another player has 51k exp and he's rank 2999. If you play enough to get 52k exp then the player at rank 2999 moves to rank 3000 and you move to rank 2999.
