For some reason don't know if it's just 172 but the mob health is really low like with a level 8 i could kill/solo the level peice of cake and their damage is set to low. (before you say it no, i wasn't hacking).
Tested in Sector not sure if it's because of low damage but can kill in 258,266 as-well with damage.
Also survival it's the same. Couldn't test raid since 8 people weren't on low server at the time.
what difficulty were u playing on? did u try the other difficulties?

Yes first easy, which was as it says. Secondly medium which just had tiny bit more health and hard all they did was have more health like level 6 stats on level 172 so to speak. Feel free to try for yourself.
Big lv, maybe?

The actual problem is the dmg you do to the mob, due to their level. Normally you would do 1/0's on them. ::)
