Well as i said when i post a SS of a guy with 200+ flags, obviusly all people should have a second chance, but the second chance of this kind of guys should be to make a new account and start over, having the same account will just let him keep his gigas, coins and items just with a lower lv, but if he lose all the stuff he used to have, there is a small posibility that he stop hacking...

As far as I'm concerned it should work like this:

Non-Member hacking=Ban

Member Hacking= Complete account wipe, not even allowed to have his original name; if caught hacking again a perm ban

Unlike you all decided to forget, there was a point in time when getting above 10 flags didn't ban you.
However, we reset all flags that actually count {as you can see, he last hacked March 5th, and likely got banned for it}.
