You can't buy coins from the game it self because that was a BOTS feature. Since the system is set-up for you to earn coins you have to buy coins from allie.
Here are the rates:

1$ per 10k coins
Over 20$ 15k coins per dollar
Over 50$ 20k coins per dollar

I'm not sure about the 50 but i know about the rest.

20-49$ = 12k coins per dollar.
50-74$ = 14k coins per dollar.
75-99$ = 16k coins per dollar.
100+$ = 18k coins per dollar.
