Getting a box is a 5% chance from killing a boss. That's 1 in every 20 kills (luck affects this a lot :\)
From 219, a tier 3 drop is..5.5%. So, again, about 1 in every 17-18 red boxes.

-->and just to note, this was due to an increase of its drop chances a few months ago. Originally it was less than half of this.
