I would save up but I don't get a specific amount of money when I do get some so yeah..

(sorry if you mentioned this already in this thread and I overlooked it, I'm veryy busy so i can't read everything..)
If you are 16+, you can do some work (summerjobs) and earn money.
or try asking family/friends to do some yardwork/build a chicken pen, small renovation works.. (anything bigger than cutting grass or doing the dishes if you know what i mean, stuff you aren't expected to do every day and recquire more work/strength/time)
I'm sure family members will gladly give you SOMETHING for your hard work if you offer your service to them out of nowhere.

As he stated he owns a PC already, and his brother won't let him play - if he buys a laptop the brother will most certainly still have same demands. It wouldn't solve anything.
This is just a typical brother thing, don't waste your money on buying a new computer and hoping for the best to happen hyper, but face the problems instead. Don't forget it's your PC and property. :P

It's pretty sad that Brothers relationship are usually harsh. Thats not the way its meant to be. When the older brother is a good and friendly person the little brother will spell some characteristics and maybe grew very alike his brother, liking the same things... This way they probably wouldnt be bff if the age difference is too high but they would built a good relation anyway. I talk this for self experience, i have a 9 years old brother and he is gr8 with me and we ,besides the age difference, CAN have fun together. Thats can be considered an utopia but i dun think so, it can become a reality just depends of the persons involved.

Anyway, cya and hope the relation u have with ur brother gets at least more pacific! From what u stated like each other is impossible but dream smtimes isnt  bad! Its Always good to think that things can get better, this thinking motivate us to live!
