i hope Allie don't ban me for that  .. i suggest to take opinions about Promotions .. example when you choose (exampe) to be Mod or (Mod Example) to be a GM take opinion of all staff members mainly i say Staff Members cuz they are the ones who are watching the players and know who can do his/her work perfectly .. so taking their opinion may help .. in stead that you are in Full charge of promotions and demotions

P.S : that doesn't mean that i don't like yur choices etc. but its just a suggestion

Allie doesn't decide it by herself since she isn't active ingame and has no idea of who deserves to be mod by ingame actions.
It's mainly Zero who is watching for new possible mods when there is a need of them.
Zero however is also taking advice from other staff members if he needs any.
So yea this is kinda enforced already.
