Ok so in Spam section ive seen that the rule If u cant think before you post dont post at all its going there, so then my idea is to remove that rule going on there because then the section shouldnt be call Spam anymore

That rule covers up some of the other rules. It's like an "overall-rule". The other rules are just more specific.
Rule 7 does not only refer to spam, but bypassing the censor, useless posts, advertising etc.

You are allowed to spam in the Spam section, that's why it's called the Spam section, just don't break any rules(excluding spam).
