In my opinion, level 172's should have their own set. Lv 221's have level 219 sets which is closer then 137 to 172. Like make 172 a survival level, or like when you hit 172 you get a set. The reason i think this is, well the closest survival armour a level 172 can get is level 137, and for a level 172, those stats suck. I'm not sure what it could be or how you get it, i just think it needs one.

The reason why they didn't make it was to get more players to purchase membership. I doubt they will make a new survival set for level 172.
