Yes.

What do you mean? It's not useless. You can have 500 BS for 1 HP that has a low chance of delaying your bot's destruction by a few seconds. It could save you in Sector, where HP packs and RB packs drop anyway and are able to be equipped as packs. In PvP and Base, you can still fall in the black holes, realistic water, and hot lava. Furthermore, you can spend a small sum of gigas to recharge your fuel if you want more BS. If you turn your fuel on, you're still able to trade.

Believe this, even an extra 100 hp can be significant on your way to a pvp victory.
