Because the h in hour is silent so its really saying our
But when u have a consonant u say a but when u say a hour it sounds bad
So is it

or
an?

It's an because it is both common and correct to use, even though it does start with a consonant.

Read my post.  I said it is AN because it is the common and proper way to use it.
