um yea so i dled the boutcheetah installer last night and when i tried to install it today it came up with an error saying:the setup files are corrupted please obtain a new copy of this

I'd suggest saving it, so you can run it later, and also check its size.
But running it should do fine if it downloads correctly the first time.

um yea i cant fully dl it like i leave my comp and do something else then when i come back to it it says its done dling but the file size isnt 445mb its 60mb help?

If the file size isn't 60MB, you're getting an incomplete download.
Are you getting exactly 60MB from each mirror?

no its different everytime i try to dl it .It doesnt rlly matter on the mirror

So do you have problems downloading other large files?
I ask this because you said you have a slow internet, some slow internets also have disconnection/reset problems.

Your internet has to be on uninterrupted in order to download:
It automatically stops the download if your internet disconnects.

everytime i dl is there suppose to be a shortcut to install cause i never get 1 i try every mirror

After downloading, you should run the Setup.exe.
Once the Setup.exe finishes installing, BoutCheetah is installed.
