IT helps patch, n ram. But not surge. Why?

It increases CRIT TG and SPEC TRANS why not ra / speed?

Because it is supposed to be sth like a +4 e.f which has the stats of +1, +2 and +3 combined in 1 e.f.

when I had it it had surge stats. ha ha
