Off-topic section is for when you want to talk about something unrelated to the game.

Spam section is for..well I don't know exactly but I'd guess it's for posting whatever you want.

Off topic is a for threads that the other boards are not covering. Off topic could be for achievements (not with screen). Could be information shared by players which there is no discussion in. Spam is for other than BoutCheetah and useless threads. Spamming games etc.
