No, no one gets more than one vote.  All votes are equal.  It doesn't matter if the public knows nothing, which isn't true, but even if it were, if EVERYONE thinks one sig is shit, and the 'pros' think that it's good, that doesn't mean that it's good.  It's a matter of opinion.
