Welp, Neo:
-Help stop spam in lobby
-Catch rule breakers
-Was once a good mod who decided to RESIGN to give the position to others because he was going inactive for a while.

This last reason alone pretty much points out that Neo is well qualified for a mod. He can judge on what's best for the community. You don't see many staff members resigning because of some months leave, they'll just wait for the Admin to remove their position themselves.
