Uhm, I believe there should be an exceptions list stickied.

For example if someone wants to report "random person" then they should check if  "random person" is in the exceptions list.

Give in-game mods permission to edit this thread?

I don't think people will have the time to check if the player has been reported before.  Most scenarios in which a player reports someone they do it rather hastily..
