I feel like if a player reports someone, then that player has the right to remain anonymous.  So maybe edit the report a rule breaker section so that only staff will be able to see the topic and the person who reported the topic will be able to see it as well.

What about sending a report  to a mod via p.m. From there the mod will just post it in staff section, then announce, what the rule breakers did wrong, and how long they're banned for  in "Report a Rule Breaker" section.
