Ross has a high concern about education. Otherwise he would have not done so good in school. Where did you get that from what Ross said?
Also this game's gigas can be traded throughout the community.
The problem is not the teens, the teens should be old enough to know about the effects of gambling, and if they don't then this is a good way to teach them.
Now about your point of that this is a bad example, explain how this would apparently brainwash teenagers minds to start gambling in real life? Anyways while Ross does support it, he will never take part of this, as Ross knows, it is not worth it. The good part about this is that we can finally get rid of some gigas.

Dunno if it is different there, but this is how you consider a teen:
12 - twelve
13 - thir
teen14 - four
teen15 - fif
teen 19 - nine
teen20 - twenty
Thus the ages 13-19 are teens while those under 13 are children, and those above 19 are adults.
As why country's regulate it, that you can only buy tickets at 19+ (depending on place) is because generally it has to deal with real money, and that yes, they may not understand how low of a change they have to win, and just how bad gambling is. Most people think they will make money from gambling, 99% (random %, nothing official) of them do not.
Ross does understand what you mean, how how it can hurt them and educate them in the wrong way, but generally Ross considers this:
Make a mistake where is does not matter as much.
So making a mistake on gambling in a game is better than making a mistake and gambling in real life with real money. Same thing with school. Make your mistakes at school, so you will learn and not make that mistake at your job.
Now yes, this game might teach them, that in fact gambling is something good, but here is the good news, gambling in real life is illegal until 19+ (depending on place) like you said, so they will still have a long time in there future to learn about the positives and negatives of gambling if they are young.
The only possible negative for them is that they really care so much about that gigas that they spent a long time on, which will help them learn, and that if they do spend real money on that gigas.
