apparently you can get someone's ip through skype
so how do i prevent someone from ddos'ing me
is there like a program that shows me what packets i'm receiving , and from which ip , so i could block the ip from my router

you could ask your isp if you have one already but don't even know it and if you don't you can then just ask them to give you one
