II does not mean it has II diff skills. Upper II is just upper with dmg inc. Compare the background of mob and other II skills, it is the same.  

Besides even if you don't call mob a II skill, it still has a huge advantage over other passives, as it is 4 skills in one, thus making hated in PvP.
